    The drought map turns sections green when my mouse hovers over it but the small squares below are empty and do not accept any entries. ??? (Win7 IE11)

    The mainland map is divided into regions. South, Southeast, etc.
    The little maps below are their own "region" but note PR and USVI turn green individually. = 2 regions.
