Whatever you do please do not Pay for a Delaware contact. I saw some guy from Delaware trying to charge hams for a QSL. This goes against the spirit of ham radio and may very well be illegal. I know DX stations sometimes do this to cover their mailing costs, but it takes a certain type of greed for a US station to try to charge another US station for a QSL (even wanted to charge for electronic). Please don't give in to this, and ideally tell the guy to take a hike.
In the late 1950s, just about 3 out of every 4 cards I received claimed that Nevada was the last state needed for WAS. I'd worked three Delaware novices on 15 meters in my first couple weeks on the air. They ALL needed my QSL; I didn't know DE was so hard to get!
It's hard to get on LoTW, apparently. There are roughly 1,770 hams in Delaware. A large portion of those are Techs.

A few, if you watch PSKReporter you'll see a few popup on 20m fairly regularly. Just depends if you need eQSL, LoTW, QRZ, or whatever confirmed since not everyone does all of them.
