    This is a chart I carry with me for setting up the MFJ-1899T telescopic whip and elevated radial lengths.
    I came up with these settings using the Rig Expert AA-600 and a home made antenna mount clamped to a wooden picnic table. I put a ferrite core, around the coax, where it attaches to the antenna mount. The ground radials were horizontal and elevated.
    My measurements were a lot different than the ones MFJ supplied.

    That MFJ chart is for "IDEAL" conditions.
    Variations in deployment of portable antennas certainly can go beyond "IDEAL" setups!
    My tuner setup, even for my 20M EDZ, veries a LOT for dry, rainy and snowy WX conditions. The wire and feedline is in the same place since I put it up.

    The only, "Ideal Condition" is when the antenna is properly matched to the radio.
