If you're going to junk it , why not open it up and turn it into a learning opportunity?

It's not like you're going to lose anything.

I have a good volt ohm meter if I knew what to check.

The "repeater's builder" website is a good place to start, as well as the chapter on power supplies in the ARRL Handbook.

    HELL!!! DONT THROW IT AWAY!!
Donate it to the local club, Or see if somebody at the club will elmer you through it.
If I could afford postage, I would say send it to me, I'll play with it.
Supposed to be getting my eyes fixed starting next month....

Start by measuring the DC voltage at the big capacitor, the one the size of a soup can.

    What do you have there?

Astrons are easy peasy to troubleshoot, I'll walk you through the process.

I pulled the cover off and this is what it looks like. Which one do I measure? By the way I really appreciate the help.

They should be in parallel, so either one is ok, they should of course read the same.

Did you go here and look at the simplified/annotated schematic?
    http://www.repeater-builder.com/astron/pdf/rs35m-annotated.pdf

It looks like this and includes test point voltages for the LM723 regular IC which is on the little circuit board; the image below won't have the explanation balloons functional, but the diagram on that web page does.

Yes, the Astron linear supplies are not throw-away items. They are very repairable, even with very basic tools.

It's unfortunate that our service now offers so little training that such a well-documented and simple power supply goes in the trash so easily. :(
