Is KP4 DX for the ARRL International DX Contest?

I heard a pile up of US stations working a KP4 station during the contest..

On the ARRL DX list KP4 and KP3 are listed as DX, but the DX contest rules are unclear.

On the ARRL website, rule 2.3 states:
2.3W/VE stations may only contact DX stations. DX stations may only contact W/VE stations. Hawaii (KH6), Alaska (KL7), St. Paul Is. (CY9), and Sable Is. (CYØ) stations participate as DX stations.

Puerto Rice and the VI are parts of the US, but I am not clear if they are DX or W/VE stations for DX Contest scoring purposes.

I worked them anyway, just to be sure.

KP4, AK, HI, USVI...all are “DX” under this contest’s rules.

KP4 Puerto Rico is always DX to W/VE. The contest just acknowledges that.

Defining what is DX or not is sometimes strange. Canada is usually not considered DX while Mexico is? Stuff like that. US territories like Caribbean islands and Pacific islands are always considered to be DX. Alaska and Hawaii, both US states are also DX.

    It's a strange thing, DX...
