    It is worth mentioning that @K1VR is the one who wrote "Antenna Zoning for the Radio Amateur," so if he said something like that, it's not just some random forum post by some random ham.

    It is actually very different.

    The OTARD rule, which is what you are referring to, was a rule that FCC passed on their own. There was no enabling legislation, and FCC put some very strict limits on what kinds of antennas could be put up and where, and what they could be used for. Further, the OTARD rule doesn't require the tenant or resident to notify anybody, or seek their permission, to install an antenna covered by the rule. In fact, the rule forbids any landlord or other person of authority to require an approval process for installing devices covered by OTARD. HR555, on the other hand, requires hams to request and receive permission from any CA they have, prior to antenna installation, even if there is no enabling CC&R requiring it.

    I think there's a far, far better chance that a tree will grow in a rock, than for HR555 to pass...

    SHOULD there be a ARPA? You bet! The wording on this one (HR555) is fatal. It will die in Senate and be re-worded next year--properly.

    The ARRL is likely HOPING it will die so they dont get blamed for the wording if passed. Revision next year and re-introduction..

    Damn its hot here! 108 at the pool;-)

    I'm having trouble following along with this one... if they know it needs rewording, why not just reword it and introduce that? Why waste the political capital pushing a bad bill via their favorite representative(s)?
