Right. But that doesn't mean you are required to know all of the rules, it just means that the information provided on the form is true. Glen seems to be saying the same thing, but when specifically asked about it, didn't provide any location where that "regulation" was written, but instead posted a lot of other regulations that have some bearing on amateur operators. But no regulation that requires a ham to know all of the regulations.
The FCC can find you, If they really want to. The Fed Gov uses "If not deliverable, Return Service Requested" If returned, The guys in the black suits come looking.
Most judges will subscribe to the idea of "ignorance of the law is no excuse." If the FCC doesn't find a valid address, or a change is not reported, they CAN suspend your license. Operating under those conditions can have serious consequences.
Just because some people do not inform the FCC of someone becoming an SK doesn't make it right, or not a violation of ยง47CFR.
What do you suppose all those satellites are doing, just looking for Achmed? They require diversification. Gotta keep the suits busy.
