No they were not illegal activities, at least not currently in free counties. KiWi was made to allows others to use volunteers SDRs to listen do radio from the internet. Also to Direction Finding TDoA. I think you are thinking of "Hack RF" and that is not breaking the law either, it is a "Maker" Device. I guess so. The first SDR that I bought was not to be sold in the U.S.A. Just because it was continuous coverage including Cell Phone frequencies. I am not sure how the newer SDR stuff gets around some of the Old FCC Rules.
