    RASA proposes 60m trial in VK

    The Radio Amateur Society of Australia (RASA) has written to the Australian radio regulator, the Australian Communications and Media Authority, proposing a trial allocation in the 60m (5 MHz) band.

    “We suggested that amateur operation be restricted to the existing Australian commercial allocations of 5351, 5355 and 5360 kHz, using USB with a maximum 2.8 kHz bandwidth and the 15W transmit power granted at the World Radio Conference” RASA President, Glenn Dunstan VK4DU said.

    “We also proposed a trial digital allocation in the vacant 5363-5 kHz segment”.

    “We understand that these channels may not line up with international allocations, but our first concern is to ensure that sharing is possible with existing Australian commercial users” Glenn said.

    The channelised arrangement has been used in many other countries to introduce the 5 MHz amateur band – notably, Europe, the USA and New Zealand. These countries all have much shorter distances between amateurs and commercial users than Australia.

    Good to see more action advancing 5 MHz ham radio in Australia.
    Generally, many of the countries in ITU Region 3 (Asia, Australia, Oceania) are at least a decade behind the rest of the world for ham allocations in the 60 metre band.

    5 MHz is an essential part of the spectrum for usable propagation, especially during these years between the peaks of solar cycles.

    Just like Bonnie, I will only recommend the 60m band, since NVIS signals sometimes is not able on 80 or 40m band, but ok at 60m band.

    I hear reliably that the approach taken was highly professional based on documentation, evidence and solutions around impediments - not ranting, banging on tables and demands as is the tradition.

    Any campaign for gain must also come with community and stakeholder support. Direct stakeholders are Australian Amateurs. Yet let's not forget that signals from these bands leave Australian shores... so therefore support from the International community again as stakeholders would also be highly useful and very assistive.

    Support with evidence can be forwarded to our regulator, the ACMA, via lais@acma.gov.au for consideration in their decision-making process.

    RASA is not a representative body of AR in Australia, but a very small faction with an over inflated opinion. One that has further driven division in the hobby.
    The ACMA has a big fight coming on if they continue to be recognising RASA over the WIA one that has been a long standing representative body of AR in Australia.
    VK4DU and his mate that are both consultants for the Australian Maritime College, that somehow have convinced the ACMA to take away self management of the hobby from the WIA to a commercial interest is WRONG
    The hobby back in late 90's was given self regulation, now we have lost this, plus this RASA mob thinks its representing the interest of the hobby. this is way far from the facts.

    Pretty sure ACMA have been rather clear here, they have no intention of moving the military and commercial users out of this space to make way for ham use. So rasa writing a letter is going to make no difference at all. This announcement is more about self promotion on a global stage because rasa have been well and truly rejected locally, particularly so after one of their leaders was caught on video running more than 3 times the legal power in VK.

    VK2YMU and VK6APS - So you are against any efforts from any interested party to further 60m?

    What have both of you done to further this effort rather than put down efforts of others? Does not statements like yours targetting the man foster disharmony? Isn't that bullying? Isn't bullying and disharmony the main issue that many are rallying against in Australian AR?

    Your political statement puts the progress of AR backwards; It is off topic.

    Fact: The ACMA by charter is required to speak with anyone... Whether they be a representative body or group. It is you that is claiming that RASA are claiming to be the representative group over another - the traditional WIA. Yet the WIA claim to be the prime representative group.

    This discussion is immaterial; The fact is that BOTH are representative groups. In my book, the more the merrier ! The greater the chance of us getting rather than having taken away from us !

    Whether you are a member of the WIA "Club", RASA "Club" or Calathumpian you should be supporting ALL efforts - not denigrating and belittling efforts based on political belief. For gods sake, there are only 10,000 individuals licensed in Australia. Any representation is bloody good.

    Your off-topic person-targetted comments and blind lack of recognition efforts backs op Bonnie KQ6A's statements that R3 etc., are behind the rest of the world. The reason that we are behind the rest of the world is because of divisive unsupportive statements for the progress of AR based on personality.

    With that attitude you and the blind sheep behind you (i.e. VK6APS) will just drive AR in Australia into the insignificance the Government and Business wants.

    HAM - Help All Mankind. We should be doing nothing but fully supporting all efforts to advance AR ... and not target the personality or the individual.

    Its your disgraceful comments VK2YMU that set us back every time you comment.

    Respond via personal email please as political bitching and fighting only pushes AR backwards.

    [ By the way, I refuse to be a member of RASA. I am not renewing WIA membership being a former WIA assessor and compelled to be a member of the WIA to be an assessor. ]

    It's interesting that they are proposing a trial which has restrictions on it, which in and of itself is fine except when you have an office bearer, initial setup member who blatantly breaks the law with regards to Australia's current power restrictions on a recent DXpedition, proving it with a video and posting it online. Unfortunately bringing a shadow onto the whole event of the conduct shown at that event.

    This does nothing for any chances of Self Regulation or promote the probity and confidence in their fairness in any other matters. They should take a hard look at themselves for their conduct.

    Check the ACMA register and you will find that the allocation we are seeking is pretty much free of military. There are some allocations to 4WD clubs etc. I believe that the RASA proposal catered for this. The ACMA has lots of money for things such as Community Broadcasting - yet spends almost ZILCH on AR. Ask RASA for their proposal, aid I believe that you will get :)

    Representations have also been made I believe for 160m but I have been reliably told emphatically no due to navigation aids in use in Northern Australia.

    Glenn Dunstan VK4DU is a professional in Communications Troubleshooting and his reputation and abilities as a professional are well known in the industry.

    As I state I am not a member of RASA yet I have seen and heard first-hand what they have put forward.

    Unless support comes from all angles - rather than knocks - we get nothing. Division leads to inaction.

    And if you look at ACMA's responses on this subject, they have said catagorically, that they have no intention to move the existing users of this spectrum elsewhere, mostly because someone will have to wear the costs that users of this space cannot afford. Letters are not going to change this position, not now, not ever. Also, the ACMA are focused on redrafting RADCOM and the LCD among other things and that is taking all their resources to achieve. Those are the realities we face, rasamatazz letters are not going to change that.

    Rasa's letters are just badgering the ACMA and all about self promotion on a world stage because hams in VK have rejected them. RASA are not satisfied with giving us a broken licensing system that is equally as slow and more expensive than the WIA. So they annoy anyone who they can. Its important to be heard and no one in VK is listening to them. They are no longer active on any of the major VK facebook groups because everyone sees exactly what a mess they have made of everything they have touched.

    If WIA and RASA continue to call it "The Hobby", they stupidly weaken their case for allocations.
    When working with ACMA or talking about the allocation in a public way or on websites, they should only be referring to it as "Amateur Radio Service", Amateur Radio, or possibly Ham Radio.

    It makes a difference.

    ACMA lists "hobby radiocommunications" equally with"technical experimentation".
    ACMA says:
    • An amateur apparatus licence is issued to authorise a station that:
      • is operated for the purposes of self-training in radiocommunications, intercommunication using radiocommunications and technical investigation into radiocommunications by persons who do so solely with a personal aim, and who have no pecuniary interest in the outcome of the operations of the station;

    Here is a blurb about Amateur Radio Service as ITU views it.
    ITU says:
    • Amateur and Amateur-satellite are fully recognized radiocommunication services defined in the Radio Regulations (RR) of the International Telecommunication Union - ITU
    • The amateur service is one of the oldest radio service and pre-dates regulation of radiocommunication.
    • In 1912, amateurs could use any frequency above 1.5 MHz, as these frequencies were regarded “of no value for marine, governmental and commercial communications” or “undesirable and scarcely useful”.
    • By 1924, amateurs made way for other services in bands above 1.5 MHz.
    • Today, the amateur service operates in relatively small allocations throughout the spectrum.
    • The 1963 World Administrative Radio Conference created Footnote 284A, which states: “In the band 144-146 MHz, artificial satellites may be used by the amateur service”. The amateur-satellite was created and given frequency allocations at the 1971 Space WARC.
    • Self-training is an important purpose of the amateur services, as articulated in the definition of the amateur service in No. 1.56 of the RR. Radio amateurs have made significant technical contributions to the fields of radio propagation, high frequency single sideband radiotelephone, HF data communications, packet radio protocols and communication satellite design.
    • No. 25.9A of the RR encourages administrations to allow amateur stations to support disaster relief. Amateur radio continues to provide basic radiocommunications especially in the early days of a disaster following the loss or overloading of normal telecommunications networks.

    1. self-training
    2. intercommunication
    3. technical investigations

    ITU RR 1-1 , Article 1.
    • Terms and definitions
      • 1.56 amateur service: A radiocommunication service for the purpose of self-training, intercommunication and technical investigations carried out by amateurs, that is, by duly authorized persons interested in radio technique solely with a personal aim and without pecuniary interest.
    ITU doesn't call it "the hobby", and neither should hams who are trying to obtain formal spectrum allocations.

    There are those who use ham radio as a hobby for themselves.
    But that doesn't inherently make the Amateur Radio Service itself a hobby.

    A hobby doesn't rise to much value in the level of importance of international treaties.
    There's little reason to devote precious global spectrum resources to protect a hobby.


    Definition of hobby , noun; UK: hɒb.i / US : ˈhɑː.bi/
    : a pursuit outside one's regular occupation engaged in especially for relaxation
    : an interest or activity engaged in for pleasure
    :activity that someone does for pleasure when they are not working

    Dictionary examples of hobby:
    Writing is just a hobby of his.
    Her hobbies include gardening and bird-watching.

    Angela's hobby is restoring vintage motorcycles.
    He needs a hobby to keep him busy and stop him from getting into mischief.
    The students sidetracked their teacher into talking about her hobby.
    Rebecca's main hobby is trampolining.

    RASA and cronies have supported, and now 'affiliated' with an AR examination and callsign management provider that is providing a 1980s style outcome regressive viz-z-viz what the WIA provided. Demonstrably RASA has as its agenda to destroy the WIA and create mayhem along the way. At only $8 per year membership RASA can never do what the WIA does. Anyone that thinks they can is living in economic nuff-nuff land. If anyone thinks this is possible, provide me with a details business case that illustrates how this will work. To date, and despite challenges, no one has.

    Semantic arguments about hobbies and services aside, Australia is not America, the issue remains that there are over 480 Assignments allocated to commercial users within the international 60M band. Firstly the ACMA needs to find other suitable spectrum for them and then has to justify forcing them to upgrade all their radios so a few hobbiests can take over that space. Lots of money, lots of work for very little outcome. So it is never going to happen anytime soon, rasa publicity stunt or not. Reality is just not meeting with anyones pipe dreams, something Mr Ireland in his enthusiasm likes to ignore.

    Congratulations RASA keep up the good work. I believe that we should seek a trail for a 60m allocation. An eventual allocation on these proposed frequencies would bring Australia in line with the rest of the world. Having been a user of 5360 for many years with RFDS (who no longer use this frequency) and listen there regularly still, there is only a minute amount of traffic,if any. What traffic being heard, is by roo shooters and outback travellers not willing to join a 4wd network and pay for a licence. Most 4WD clubs are not monitoring this frequency for urgent voice traffic, as all breakdowns and contacts are now instigated by a data connection (Selcall) on some 40 other channels they all have. All licences issued on 5360 are not allocated for Data use. The other two frequencies 5351 - 5355, It would have been 2 years since I heard any voice communications there.

    As an owner and operator of one of these HF 4Wd radio networks for the last 26 years I see no reason why a few hams with secondary or primary rights,would cause any interference with their operation.

    RASA, its pleasing to see an organisation such as yours going in to bat for the amateur radio community. The same values that gave us SCOMO for another term.

    We'll only succeed by mowing on.
