The entire database is also available as a CSV file for download to a spreadsheet, see http://motobayashi.net/callsign/licensesearch.html

An explanation, in English, of Japan's call sign system can be found at

Japan has four classes of amateur radio license. The entry level is Class 4 which permits operation with 10 watts output on LW/MW and HF bands, 20 watts on VHF/UHF bands and lower power levels in the Microwave amd Millimetric bands.

Class 4 is set just below the level of UK Foundation requiring about 10 hours of tuition before the 24 question multiple-choice exam which has a typical pass rate of 98%. Unlike the UK there are no Practical Assessments.
