I wonder what popular frequencies on each band where other modes are already found they will decide to park that mode on.

I'm glad I'm not the only one. When I first saw the announcement, I was confused as I had just seen 2.3.0 was at RC2 and I don't know of any software authors who announce that far in advance. I smell something and it's not chocolate chip cookies. LOL
No clue why the ARRL article isn't attributed, but it is linked to a nice paper introducing Q65 by Steve Franke, K9AN; Nico Palermo, IV3NWV; Bill Somerville, G4WJS; and Joe Taylor, K1JT. in their own words. And there doesn't seem to be anything sketchy about it at all. You may resume patrolling pizzeria basements for 5G covids and other conspiracies. You're on your own for figuring out the version numbering system.
The new q65 mode and version 2.4 is legit. I have been using it last couple months. Will not disclose where I got it from. The new 2.4 RC1 is now available for download
