    The ONLY "reasonable" accomodation is the one that says that I, and only *I* OWN my property. The only "reasonable" law is one that recognizes that the only "rights" regarding antennas are those that allow me to put up whatever the H** I durn please on my property without some 4-eyed little HOA nazi telling me I "can't have THIS, can't do THAT on my own land. Thus, I am most grateful that there are NOT such restrictions in my county/town, and there is NO 'HOA" that thinks it can come over here and tell me how many cars I can park on MY grass, or how many antennas I can put up. The more I read about this, the more I am determined to hand onto my house; its 'wun'derful!!!!!! :)

    Who has more voters available to support the re-election of the Senator or Congressman? HAM's? HOA members?
    Who contributes more money to the re-election of same? ARRL? HAMS? HOA"s?

    Right, wrong, indifferent; Money and vote numbers talk, not what is good for the country.

    Any bill that is acceptable for the voting bodies will contain reassurances to HOA's that they have some say in antenna approval. Even with this, the bill has a small chance of getting by the Florida Senator who blocked it because he was angry over some FCC issue.

    Not to be insulting, but those of you who think a new bill favorable to HAMS allowing the placement of a tower with a beam; please help yourself to the candy and nuts. Those who can live with a screwdriver with radials, a compromise dipole or vertical that cannot be seen from the front of the house can go for the bourbon.

    I am not personally a fan of any regulation or any HOA. Like my first platoon sergeant used to say "LT, that is just the way it is".

    Why Bill Nelson keeps getting re-elected escapes me, HE is out of touch with not only the folks in Florida but The Rest of the Nation!!!! But rather than a bill to get the government involved, we need Changes in the FCC. They could put the issue to bed once and for all!

    There are nuances in Senate procedure that the press does not always get right. "Holds" arise in various forms. In the last days of a Congress, just about everything happens via unanimous consent. They try to clear all the legislation that no one objects to. Lots of these things are processed at the last minute, and the Senate does not have time to debate any of them. On Friday the House handled 27 items and the Senate handled 67. This week the Senate still has 9 treaties and 155 nominations to deal with. It's not as though the Senators are sitting on their butts playing Game Boys.

    He's called two faced Nelson here in Florida.
    Some people don't understand that a lot of counties in which they live, by law have to have an HOA if it is a community. Unless you have a lot of money and can afford a few acres of land. I bought the house I live in before I was interested in amateur radio. Nelson first argument was like that of a previous reply that you signed the covenants freely. Well, I had to if I was going to live here. My .02

    If you look at Senator Nelson's experience, you might be able to figure out why he opposed ARPA. He understands science, technology, engineering, and math. He understands the work of professional first responders. He might have a better idea than MOST elected officials about why this lobbyist-sponsored legislation amounted to intrusive overreach into the sanctity of private covenants. Maybe he isn't taking huge payoffs from the HOA lobby? Something to consider, perhaps.

    In 1965, Bill Nelson joined the U.S. Army Reserve during the Vietnam War. He served on active duty from 1968 to 1970, attaining the rank of captain, and he remained in the Army six years, until 1971.

    He attended USF, transferred to Yale, and then got a law degree from the University of VA. Nelson was admitted to the Florida bar in 1968. Nelson's considered a moderate Democrat. On several occasions, he voted to reduce or eliminate the estate tax.

    Nelson has been a major supporter of the space program. In 2010 he proposed creating as many as "five business enterprise zones as magnets for commercial space ventures". He went through NASA training with Senator Jake Garn of Utah. He was in space for 6 days as a Payload Specialist on Space Shuttle Columbia's STS-61-C mission.

    It was the last successful Space Shuttle flight before the Challenger accident, as the disaster occurred only 10 days after Columbia's return. Despite the accident, he urged reforms at NASA and our return to space.

    He was elected Treasurer, Insurance Commissioner and Fire Marshal of Florida, in 1994. In the 2006 election, Nelson obtained the endorsement of all 22 of Florida's daily newspapers. Environmental activists praised him for his work on legislation to restore the Gulf Coast after the BP oil spill.

    Sen. Nelson flew with professional, government storm trackers during a hurricane-hunter flight into the center of Hurricane Charley in August 2004, to see first-hand the work they did. There's no evidence he's ever worn an orange vest or ate donuts with overweight, elderly ARES, RACES volunteers with a bad attitude.

    He looks like he is the type who would stand his ground, regardless of how many irate, insulting, illiterate letters and emails gets from hams outside of his own district.

    That is an unfortunate situation but amateur radio enthusiast are a very small minority. What of the rights the majority community members that willingly agreed to live by certain rules?
    Should they not be free from meddling by the federal government? Sometimes meddling is justified as is the case with OTARD. ARPA is not one of those cases!

    It would be ok if "majority community members" got to have their say and Vote. I served 8 years in the US Armed Forces, get to vote in National, State, County and local elections. I am an adult over 21 in the United States of America. I am denied the right to vote for the people who run this HOA community. There is something seriously wrong there. The community engages in Taxation (Monthly Fees) without representation. I think there was a revolution fought over this.

    And just think. Some 13 year old that is interested in technology and could be the future inventor of warp engines, would have this interest totally discouraged because his parents live in an HOA that will never allow any sort of wire antenna. Personally, if my parents had lived in an HOA community, I would have never become a ham, and my interests would have gone into computers. Ham radio is loosing a generation because of stupid restrictions like this.

    Would agree those who live in the community should have the right to vote on who serves on the HOA just curious who appoints them to the job and what is the term of their appointment ?

    I was very surprised to learn that ARRL has been chasing this for no less than 20 years. ARRL filed with FCC in early 1996 to extend PRB-1 to CC&Rs, which was reviewed repeatedly thereafter:

    FCC was done with the issue in 2001. Whether any of us agree or disagree with FCC's decision and/or reasoning, they gave substantial discussion as to their reasons, and their story hasn't changed since.

    I have to wonder why ARRL keeps pushing this when it is obvious that they don't have the traction to make it happen. 20+ years of pushing both FCC and Congress to act, and still no action? It's not going to happen. And to be fair, FCC has explained in great detail why this is a non-starting issue.

    One vote per household, only deed holders (so married women don't get the right to vote because their husbands do). Thru proxies, they are essentially self appointed, and serve as long as they want.
