You're reading it backwards. "Shall not exceed one per 30,000" means 1/2 per 30,000 (one per 60,000) would be fine. However, 2 per 30,000 would exceed that amount.

Just like if you go to a store and are told "No more than 4 to a customer". You can get 2 just fine, but not 8.

The number of representatives shall not exceed (x).

    X = (free people + 0.6×slaves)/30000

The number of representatives shall not exceed 10,700 or so.

    QED

    Don't believe me?

Check out some of the surviving speeches and letters from the Constitutional Convention. One of the concerns the anti-federalists raised was that this particular provision left open the possibility that Congress could decide to shrink the House down to one member to state, risking tyranny.

Concerns such as this were one of the reasons that "Publius" (probably Madison here) had to dedicate an entire issue of the Federalist Papers (#58) to the subject of the apportionment of representatives. In Federalist #58, the author goes on to note that having too many representatives can be injurious to the republic:

Given that...it seems preposterous to interpret the framers' intent of the 30,000 rule as specifying the minimum number of representatives, rather than the maximum.

This sure is boring but I like it better than discussing HOAs.

Hey, one guy running in the early trials right now is a self-proclaimed Socialist. And he's gaining momentum.

Of course the powers of the president are rightfully limited. But no matter who it is, he'll have the launch codes.

A self proclaimed DEMOCRATIC Socialist, or progressive, not a classic Socialist. There's a difference

Well, we also have running, someone who used a personal email server to receive and transmit classified information and is still denying it.

    Wish he was younger.:p

Back to topic, wonder what he thinks about S1685?:)

I hesitated before I wrote my response concerning the Senator from Vermont. I wrote it not really for political purposes. I wrote it to set the record straight because too many people don't know the difference and call him a Socialist which in this country has a negative connotation. I would be interested to read his views on S1685.

Until then here is the actual bill: https://www.congress.gov/bill/114th-congress/senate-bill/1685/text

But whatever happened to making one's own way, being self-reliant, eschewing handouts and dependence on gub'mint? All that seems to have gone out the window with "progressive" ideas. Seems backwards to me. Its people like him who, long ago, promised to wipe out poverty with the "Great Society". It created dependence on welfare, a giant "human (dis)services octopus, EBT cards and "free" cell phones (so the idle could call their drug pushers) And the "free" housing they built became roach-infested, crime-ridden derelicts. But comes Bernie and his ilk with the very SAME ideas, same old sh*** that doesn't work, and the same old people who want to believe in rainbows and moonbeams lapping up the same manure like dogs, so desperate to believe in lies, attacking the successful for THEIR hard work, DEMANDING to be given "their 'fair' share" while they sit on their a$$ and make babies and collect welfare checks. People like Bernie scare me. Gosh, we've endured enough during the last 8 years: its almost destroyed the very fabric of our society. Sad thing is, we don't seem to even KNOW it! We sure as hell don't need MORE of what's just happened! :(

This just proves that any thread on QRZ, no matter what the topic, will eventually devolve into rants of politics and insults. Thread closed.
