Ham Radio Deluxe will do it. But be sure to check and make sure that it's compatible with your radio type.

There are many software packages for radio control. Get a radio that has built-in remote control capability via CAT or some other such interface.

The Kenwood TS-2000 will work with the ARCP-2000 computer control program making the radio functional from your personal computer.

The Kenwood TS-480 features the KENWOOD NETWORK COMMAND SYSTEM

Here is a diagram/pictorial

The "KENWOOD NETWORK COMMAND SYSTEM" is a collective name for the system used to control via a network the Kenwood transceiver control program installed on a remote PC.
The "KENWOOD NETWORK COMMAND SYSTEM" can be used for remote control of a transceiver using a network such as the Internet, or a LAN. Additionally, VoIP (Voice over Internet Protocol) with the H.323 protocol can be used for control of transceiver operations, including of voice transmissions.

Sounds like you want to operate echolink in "sysop" mode.

Incidently, you can control the desktop of another computer (radio and PC connected at the transciever site) remotely using the Windows XP Remote Desktop feature.

Remote desktop is also a handy way to control programs like Ham Radio Deluxe from remote locations. You can also adjust your soundcard settings, turn your antenna rotor, change frequencies and everything else for that matter from a remote location just like you where operating the PC connected to the radio equipment itself.

Windows XP Remote Desktop Connection Software Download:

Ham Radio Deluxe has a remote feature built in
you wouldn't need a remote desktop
echolink wont control you rig just feed audio to and from it
