One of the writers must be a ham. Doubt ANYONE else would have an inkling how or why to include the "phrase." I sincerely doubt the "official" was old enough to have learned railroad/Western Union telegraphy Q signals in a previous employment.

Q Codes are still used by a majority of the agencies in Miami-Dade County and are the only ones in this area using them. LE north of the MD boarder use 10 codes.

Maybe they chose that to get away from the ten-code craze that followed the invention of CB. Everyone and his mutt knew all the ten codes, but darned few people knew QSL signals.
Many police departments used "signal" codes, such as "Signal One" being a domestic disturbance. But those were used before CB, and were phased out long ago by most departments.
It has been well known for a long time that Miami-Dade uses Q-signals. But no one has come up with the real reason. My guess is they got tired of the crooks knowing all the ten codes so they chose something else. But it's only a guess. Again, it could be they based it on commercial or maritime use??
It is unique among police departments, though, whatever the reason.
What ham radio is NOT: civic duty; cell phone; ambulance, hospital, fire or police radio; ISP, CB, FRS, GMRS, Marine, aviation. No one should be required to obtain a ham license as a part of his job!!
There were comments about the Miami Police Department using "Q" signals back in some of the amateur radio magazines back in the 1950s. That was before the establishment of the 11 meter "CB" service.
Maybe they didn't want to "sound like" Broderick Crawford in "Highway Patrol"!
