i have a naval PV-35R 30w amp hooked up to my IC-V8 but i get just about the same reach with it on as i do with it off and running 5w out of the HT. is there any way to test the output with a standard MM? if so what should it be set to and around what would the output be?

No. You need a wattmeter or a good dummy load and thermocouple to measure the temperature rise in the load and convert that to Calories, which can be converted to Watts.
How much current does the amplifier draw when you use it?
no clue, its mounted under my drivers seat. only thing i can tell you is it has a 7a fuse in is so i would assume 5a or less. i will have to test it tomorrow to get the exact amp draw.
its a borrowed amp so its not big thing. so far im happy with the 5w and the external antenna but i would like to be able to hit a more active system which is about 35-40 miles north of me. i may be asking to much for a 30w amp. friend of mine can hit it just fine from my driveway with a 50w amp.
