If it sounds like cw with a T-4 tone (very raspy) I hear it near Wash, DC. He's stronger on my vertical than either the dipole or the beam (beam pointed West).

From Central NJ 50 miles to your south, I hear a S9 signal that appears to be slow CW Perhaps a sidetone modulating a carrier. I think it might be from a improperly tuned amplifier that should be on 7.125 The guy has a very poor fist, (not that mine is any better).

I think it sounds like it's severely distorted voice like you might get with the mic gain set to "11" while making random humming noises with the microphone real close. Either someone left their mic on and their kids are screwing around with their radio, or someone is trying to disrupt someone else's QSO for some reason.

Whatever it is, it is repeating. It's not totally random.
