    HY Electronics - sends me sales specials... I know, I asked them about the Italian HLA series amps, now I get something every week from them... but that is not the point of this post.

    Check out that ad. it is for a CB radio, with AMPLIFIER, and the ad says that the radio is a 40, 120 or 400 channel radio.

    Re-read the ad. It says that it "can be used as a 40...". I don't see a difference here versus saying that a Ham rig can be used for MARS/CAP etc however will admit a complete lack of knowledge on the FCC regs in this area.
