    Someone please explain why a "bandwidth" plan is needed at all. The identified problems seem to be:

    1. Digital voice - although that mode has already been used for an international contact without anyone losing a license;

    2. Regulation language that restricts the transmission of pictures via digital modes; and

    3. Regulation language that restricts transmission of a digital file as part of a fone QSO.

    Did I miss anything? So, how does a true "bandwidth" proposal address any of these without inviting such things as Pactor3 in the fone bands?

    Why don't we just address the identified problems within the current regulatory structure, rather than trying to change the whole damn thing?
