Hey that's great. Did you read it? Do you know what it says? it says DHS should build capability to restore communications and energy distribution after some event. I wonder what FEMA thinks of that? Is FEMA part of DHS now? I forget.
After 911 they rolled Treasury (secret service, IRS) FBI, and US Marshalls (DOJ) and god knows what other agencies under the DHS umbrella. Again its been a long time since Sept. 11th so I am not 100 percent sure, other out there I am sure could give you a more definite answer. KJ4DGE
FEMA was organized under DHS after 9/11. They are the government's resource provider in emergency response to Presidential Direction under Declaration. Presidential Directive - 8 which the draft was created under, starts the organizational framework for Space Weather Events (SWE's) which is considered a natural disaster in the same manner as hurricanes and earthquakes. A SWE can effect half the Earth in as little as eight minutes with no warning. Remember that the light from the sun takes eight minutes to get here. Radio and satellite black outs are the most common effect. What set off alarm bells for everyone is a 2014 report that NASA did on a SWE near miss in 2012. SWE's are electromagnetic events that effect all forms for radio and electrical transmissions. They also can create massive ground induced current's (GIC's). SWE being a nice euphemism for anything from a solar hiccup to a modern civilization ending level CME. But it's nice that at least they are paying attention to the concept now.

It's all about control..they can't control neither the weather , nor space weather. All this gives them the power to re-cover by dictating to the power companies and other corporate interests how to report to the WH and various gov't agencies. \This type of hysteria began in 2002 and has gone on un-abated. (like is being done now with signing statements) and make more rules and regulations and make it harder for industry to make money , and ties the hands of corporations and businesses to make a buck. Anyone who believes in ice cap melting is someone to run-away from. Since these may be the last days, you had better get into that fallout shelter soon. It seems the kooks and crazies have taken over. It seems the men running for the office in 2016 have well- lined pockets. Consider what money does, to corrupt absolutely. I don't like the current agenda being shoved down my throat. Watch out for solar flares !!!
