I'm not exactly sure what you're looking for, and I've never heard of the Masons being involved in IRLP or any other kind of ham VoIP. You apparently have this confused with the Knights Templar and the Rosicrucians.
You can only access IRLP through an IRLP node on the air. Most nodes are open, but you should verify that it's OK for you to use it prior to doing so.
Typically, you identify, state that you are going to bring up IRLP, and then key in the 4 digit number for the remote node or reflector. The system will provide voice feedback on it's status. When finished, you key in '73' to disconnect.
There are several IRLP nodes in the Bay Area that you should be able to access from Sunnyvale. I came up with this list of IRLP nodes within 25 miles of the 95125 zip code in San Jose:

Also, the UHF WR6ABD repeater on Loma Prieta is on the WIN System, which has it's own IRLP reflector. http://status.irlp.net/ When I visit relatives in the Bay Area, I tend to hang out on the WIN System, which has tremendous coverage, with nodes dialed in from all over the country.
If you are looking for information on how to set up an IRLP node, you will need to visit the irlp website. In the past, you bought an interface board and set up your computer on the internet, and allowed the IRLP folks to log into your machine and do all of the installation and setup for you. I am not sure what the procedure is today. Apparently, you can purchase preconfigured nodes now at a substantial price. IRLP has some fairly high standards that they have maintained over a long time.
