That may be the problem. Most "APPS" and programs contain Keps that were current when they were first released to the Web, not necessarily the most recent Keps. Download the most recent Keps from T.S. Kelso's "Celestrak" web site, and all should sync within a very small window. (Again, some programs will show values from horizon to horizon, and some will show values for 10° above the horizon, so there can be some variation.
