If I was going to put them in service I would bring them up slow while watching the Voltage that leaks to the Case.
The PCB's are not a problem unless it blows, Caused normally from the oil getting to hot.
If you have much leakage to the Outer Metal case then the Oil may be contaminated, or they are bad.
PCB's are too over rated and are not a real problem, unless you are paranoid. Just don't smell the smoke and dispose of them properly.
