When? What NGO, How much of a commitment is the NGO obligated for as a prerequisite?
You didn't respond to my previous q - I assume those two operations didn't count toward DXCC (because of no documentation)?????

Well, no disrespect intended towards The Locust, but I'm not going to believe this one until it actually shows up on the air.
And I'm sure I'm not the only DX'er who took note of the 7O6T op being permitted by a usually less-than-ham-friendly government, in large part (I'm sure) since it took place on an island far away from any sensitive military installations. The thought had crossed my mind that the DPRK might consider doing the same, if there was an eligible island group. So maybe the Locust has found one.
Still, I wouldn't hold my breath on this one.

P5/OH2AM, P51BH and P5/4L4FN is count to DXCC. No more activity from P5.

I'm aware of only 3 operations that are considered 'legit' from the DPRK... P5/OH2AM, P51BH & P5/4L4FN.
IIRC, the first two were basically demonstrations of what Amateur Radio was to the appropriate officialdom. The last was a UN staff member involved in food distribution, who had permission to operate for a relatively long period of time, until political winds changed, and he was asked (for non-radio reasons) to depart.
Technically, none of them have or had a license to operate, because at present, the DPRK does not have an Amateur Radio Service and does not issue licenses. However, they all had documentation to demonstrate that they had permission to operate, which is sufficient for DXCC purposes.
Also, I do believe YT1AD was issued a 'license' (or had permission to operate as, for all practical purposes the same thing) as P5A. Hrane made several trips to the country, none of which ever resulted in his going on the air, due to opposition from the DPRK military. IIRC, after his last attempt, he swore off trying again; but that's been many years, so perhaps things have changed. Or not.
And then, of course, was the infamous Romeo Stepanenko (aka Roman Vega), once 3W3RR, AHØM, 9DØRR, XYØRR, 1SØRR & many other calls, who claimed to be QRV as P5RS7. He turned out to be operating from quite close to the border, but not actually in the country. One day, it would be fun to ask him... he shouldn't be hard to find, I belive at last report he was in a federal pen for credit card fraud... (awaiting trial, but not yet convicted, to be precise)

I was curious about the statement previously that none were documented and licensed which seems contradictory to the practice at the time (and now) for accreditation. Apparently, it is a subjective criteria. Thanks
