Well, There is always echolink, which is a free service where hams link their transceivers/repeaters to the internet for other hams to talk on. Though, my first recommendation would be getting a Wouxun KG-UVD1P handheld 5 Watt 2 meter/70 cm, I have one and I love it, and the best 15 dollars I spent on it was getting the programming cable, if you do go the Wouxun ( pronounced Whoa-sean ) route put what is called a " tigertail " on it. Tigertails are easy to make and really, really improve it, and also....The Wouxun is only $100 - $150 depending on where you get it and what comes with it ( I got mine off amazon ).
