The legacy and surplus Kenwood TKR-820 Repeater requires the KPT-20 or KPT-50 for
frequency programming and setup.

Your local Kenwood Land Mobile Radio Dealer (handles first responders, law enforcement, business, government customers under FCC Part 90) should have equipment, and techniians that may be able to assist you -- in moving his repeater to the 70 cm (UHF) allocations -- and your repeater pair.
