Inmates don't need it. I dunno how it is out west, but in lower population areas of the east and mid-west, dispatch centers are often co-located with city and county lockups, so the phones and ANI/ALI display stuff goes in there... unless the EMS/Fire folks win the battle for control of consolidated dispatch... or if nobody wins said battle, and then there are multiple call taking locations for the same area of service... wasteful but it happens.

I'm sure you know I was making a bit of sport over that. Yea, well, it's sort of logical if you have central station dispatch there already. Lots of ways to play it - all of them tend to be costly just in the nature of the gov't work.

Meanwhile, it looks like private spaceflight is takling a minor delay. The Dragon / Falcon9 stack that's delivering goods to the ISS has been deliayed to mid-May. So, a trip to Mars to check sky color will happen 2 weeks later in some future history.
