That is what gives Dxing a ridiculous image....If THATS rare DX then surely the Mewstone off Wembury Point would be a palace!!!

How is it ridiculous?? They are simply following the guidelines clearly enumerated in the DXCC entity criteria.
I suppose that you could make "rules" that state an area is to have so much square footage, acreage, etc...but then someone else would be arguing that the rule is too limiting or vice versa.
Simple solution...if don't like it don't work it.
The DXCC criteria has been around since 1935 in its most basic form. It seems to have worked quite well. The BS7H is the only entry that seems to spark any ridicule or controversy. Somebody is going to complain no matter how the "rules" are written.

Common sense would dictate spending $500,000 to $1,000,000 for a dxpedition to places like Peter I Is., Heard Is., Huang Yan Dao, etc... just for putting radios on the air is a very far stretch...but to those of us that appreciate the effort & the chase it is what it is.

Time to confess - I like to get a "new one" too but my personal code of Dxing involves pretty much just places where people live permanently. So all the countries of the world are in there, and thats about it really. The others like Kerguelen and the Falklands are fine for a laugh too, but I draw the line at a couple of rocks with scaffolding on them. Thats just extracting the michael.
But hey, each to thier own, I aint chasing paper. Some are. Whatever.

Scarborough Reef is a weird one - it is located just over 100 miles from Manila, and is claimed by both DU and BY, DU because of proximity and BY due to historical reasons (and the fact they are trying to claim the entire region). The last DXpedition had to travel from China, a much longer distance, so it would count. A DXpedition based in the Philippines would not count, as it would fall under the DU claim which is less than the minimum separation distance. Adding China to the mix increases complexity and politics to the DXpedition.
Add to this the recent troubles in the area, with the Philippine Coast Guard attempting to arrest Chinese fisherman on the reef. The Chinese military responded, and there has been a stand-off for a couple weeks now, with both nations claiming sovereignty over the reef. It's not about the fishing, but about the oil that may be located under the reef. I wouldn't expect to see a follow-up DXpedition there for some time.
Okino Torishima is similar in geography - the Japanese have made great efforts to protect the one remaining rock from washing away to preserve their exclusive economic zone that extends around it - giving them rights to lots of additional fishing grounds. This rock was a former DXCC counter that was deleted back in the early 80's I think.
