Riley Hollinsgworth, K4ZDH, to be CQ Columnist

Retired FCC amateur radio enforcement chief Riley Hollingsworth, K4ZDH, has been named a CQ magazine contributing editor, it was announced today by CQ Editor Rich Moseson, W2VU. Hollingsworth will succeed "Washington Readout" editor Fred Maia, W5YI, who recently became a Silent Key.

Hollingsworth, a ham since 1960 and a longtime FCC attorney, became a household name in amateur radio in 1998 when he was named Special Counsel for Amateur Radio in the Commission's newly-created Enforcement Bureau. His highly-visible enforcement actions were cheered by a vast majority of the amateur community after more than a decade during which FCC enforcement on the ham bands was virtually non-existent. Hollingsworth retired from the FCC in 2008, but has continued to be in demand as a speaker at hamfests and radio club meetings.

His new monthly column - to be titled "Riley's Ramblings" - will incorporate "Washington Readout's" coverage of legislative and administrative actions that affect amateur radio, as well as additional topics of importance and/or interest to CQ's readers, all related in the distinctive common-sense style that has made Riley a sought-after speaker. His first column will appear in the July, 2012, issue of CQ, and will explain why ongoing FCC enforcement actions since his retirement have been somewhat "under the radar."

"We are pleased and honored to have Riley joining our staff," said Moseson. "His stature in the amateur radio community is second-to-none, and his ability to explain sometimes-arcane legal and regulatory language in plain English fits right in with CQ's long-standing dedication to providing practical, useful information for our readers to help them get the most enjoyment possible out of the amateur radio hobby. I look forward to a long and fruitful relationship."

"I am delighted to have the opportunity to contribute to CQ and to amateur radio generally," noted Hollingsworth. "As a 13-year-old Novice in South Carolina nervously making my first contact with an overheated Johnson Challenger and a barely effective vertical, not in my wildest imagination did I think I would be writing for a ham radio magazine someday. I am very appreciative of this offer and I hope I can be a valuable asset to the magazine."

Hollingsworth holds a Master’s degree from the University of South Carolina, and a law degree from Wake Forest University. He lives in Gettysburg, Pennsylvania, with his wife, Pat.

This is a real bonus for CQ Magazine. While no longer an "official" voice for the FCC, he will be an important source of information concerning Amateur Radio issues.
I saw him as just another government bureaucrat until I attended one of his sessions at a past ARRL SW Convention. He has a true passion FOR Amateur Radio, and in his official capacity, couldn't always respond as we wanted, or as quickly as we wanted, on Amateur Radio violations. He had a lot more responsibility and duty to more than just Amateur Radio, and for that, I extend my sincere thanks and gratitude. He faced many years of neglected enforcement from the FCC, and (unfortunately,) the FCC still hasn't "caught up." One small step... But Riley brought the FCC back into the right direction concerning enforcement.

I believe he can do more for enforcement with a pen than with the FCC.
Maybe he will induce action against ops on14.313 and the Pueblo Colorado radical on 3.868..

Good Deal. With Riley on board, I just might have to continue my subscription to CQ. It was on the potential cutting block . . .

Riley is, in fact, the penultimate career government windbag. Now that he has a nice fat pension, he can tell everyone how great he was 'enforcing' everything on ham radio. Just listen to what is on the air every day. The FCC is nothing more than another impotent government agency buried in political BS.

Perhaps if K4ZDH hasn't yet been on HamNation as a guest; then maybe they can invite him to become one.
    Could be interesting . . .

Ah Riley! My pal! My buddy! Mi' Amigo! Los Angeles! Pretty van! Whatta man! Riley! Somewhere .... somewhere .... a transcript of Riley ..... and me .... and a court full of witnesses ...... but alas Riley ..... I couldn't have been "... transmitting..."!

Yes Riley - I WAS in Cedars Sinai .... as in HOSPITAL .... having my chest split open! Transmitters not allowed in the operating room Riley! So? You DID NOT observe the defendant (me) .... "sitting in a parked vehicle .... holding a microphone .... observed to be repeatedly speaking at the same time 'unidentified transmissions were monitored on a POLICE FREQUENCY!" No Riley .... you didn't observe any such thing .... nada .... zip .... zero! What Riley? You accidentally "...co-mingled documents from a very minor complaint against me with those of the REAL culprit?"

How? The call-sign on the minor infraction documentation WAS mine! But - Riley somehow you were in such a hurry you neglected to see the error and it went unnoticed by even the almighty Larry Guy!' in Long Beach! The entire office staff failed to see the OBVIOUS ERROR! Everyone pushed ahead and when shown the blatant errors contained in the "Notice to Show Cause" .... did what? Admitted the obvious mistake? Ahhhhhh ... yes! Yes indeed! An "...obvious mistake." How it happened? "Clerical error!" Indeed Riley!

A hand shake A cup of coffee. .... then another .... a few laughs .... an apology .... a check .... from the FCC (read: "taxpayers") to my attorney for "...services rendered." A hasty goodbye and it was over! We chatted only once ............. at the trial of Richard Burton WB6JAC .......... a case ya'll "got right" .......... three times! Remember Richard? A photo - for "old times sake"! [IMG] "The whale" ..... "his bulkatude" ..... "Dickie"!

Those were the days Riley .......... those were the days! Congratulations on your new position! You'll NO DOUBT do a heck of a job! I look forward to your articles! DO me a favor though ........... "get the names correct"!

Ya had to have been there folks -- ya had to have been there all those years ago!

EX-HAM GETS JAIL, PROBATION FOR UNLICENSED OPERATION <----- As in 1981! Slow news month for the ARRL!

Former amateur Richard Allen Burton this week was sentenced to three months in jail and one year's probation for unlicensed operation of a radio transmitter. Burton also must undergo psychological treatment.

Burton was sentenced January 22. The FCC says he'd been operating without a license on repeaters in Southern California. Burton is scheduled to report to the US Marshal's office on February 26 to begin serving his jail term. He has been free on $20,000 bond.

Formerly WB6JAC, Burton, lost his General ticket in 1981 as a result of unspecified violations. Since then, he's racked up a lengthy history of alleged unlicensed operation, most or all of it on amateur frequencies. He has served jail time and probation as a result of earlier convictions. Note: See 147.435 and 146.610 repeaters .... aka: "The Animal Farm".... in Los Angeles .... 35 years ago).

Burton was arrested last August 5 following his indictment by a federal grand jury in California. He faced six felony counts of violating the Communications Act of 1934. Note: The FCC never stopped Burton ..... he returned to the air in Los Angeles known as .......... "W6".
