    Will a cookie sheet work for a 2 meter ground plane?

    Better than none!

    It would be better if the sheet had a radius of about 20-inches (diameter of 40-inches). However, getting some metal as a counterpoise is definitely better than no counterpoise at all!

    Yes but, you'll need to find something else on which to bake cookies.
    OTOH, you can use just about anything metallic to create a ground plane... pieces of wire, metal screen, aluminum foil, etc.
