One thing that has not been very clear at all is how amateurs are supposed to be notified if they need to move on, and how fast they would be expected to move, etc. and so forth. - What to look out or listen for, and how to respond.

After all this time, you would think that all of that would be clearly documented, and made available to all amateurs. - And maybe it is - somewhere but if so, it doesn't appear to be generally known. All I hear about is that hams are confused and uncertain about it.

Kind of like the cryptic mode designations that end up serving to obfuscate rather than clarify.

The other day I wanted to take a gander at the latest version of PART97, so I went to the FCC website and put PART97 in the search box.

What I got was a listing of articles and proposals that mentioned or affected PART97 - but no link to the PART97 regulations, themselves.

I tried searching for "PART97 regulations" with the same result.

Then I surfed around the website, got lost, went back to HOME, and finally saw a place where you could comment via eMail, and told them my story.

The next day I got an email with the link, and a cryptic string of links that I could have clicked from the main page, that would have gotten me there.

I still think that it would have been nice if the site's search engine would have simply returned a link to PART97, at or near the top of the list - when you enter PART97 in the search box.
