Get an Antenna Handbook, Amateur Radio handbook (both available from the ARRL) and I suggest building your first antenna. Ask lots of questions, and let google be your friend. If you enjoy building your first antenna you'll save thousands of dollars in the future when you build all of your antennas.
I live in Detroit I need an antenna that can handle pretty much everything I don't have a lot of space because of power lines I'm handicapped and can't climb on the roof to change it. Want it to also be able to run CB band so can try and recruit some hands and bring them to the light side
Congrats and keep up the good work. One rig should do, I use an ICOM 746 will cover the bands you mentioned as will several other rigs. Get involved with local club. I'm sure in Detroit there will be several with different "personalities".

That could be a start, they do have a nice website, says they were founded in 1932.
I was in Memphis on vacation a couple years ago and got stuck in a traffic jam. So I told myself why not put a CB in my truck to avoid some of this mess next time. Bought a Cobra 19, hooked it up and turned to channel 19. Lets just say I got a lot more info than I really needed to know. To keep it clean I learned you can purchase just about anything illegal right there on the CB. I shut it off and it's been off since. I'm sure they have some good operators in the CB, but I'm not going to wade through all the bad ones. Rather be stuck in traffic!
No disrespect to the trucking industry as I bet lots of professional drivers have a CB tuned to CH19. Most of what I was hearing were folks in other lines of work...
