Did you set tones for both transmit and receive? Most repeaters need to hear a tone from your transmitter to activate but many repeaters do not send a tone when they transmit. If you have set up for your receiver to require a tone you won't hear anything from a repeater that does not transmit a tone. Set your radio up to encode (transmit) a tone but not decode a tone. Go open squelch on receive and see if that works for you.
