Your Kenwwod TS-690S has the same requirements as my TS-850S which I have working with HRD. I bought the original Kenwood interface IF-232C on QRZ and used a serial to USB cable from the interface to my PC running XP. I know everyone will tell you the interface is not necessary and you can use other things. But, I have heard of issues like yours with these radios and deceided to go with the factory interface and I've had no problems. Just a suggestion on the interface - they are not expensive to buy used, but are somewhat hard to find now days.
I would also continue your efforts with the HRD forums and post another request for help as the old ones get buried quickly. I had some operating questions with HRD and it did take me several postings to finally get help, but I got it solved.
Good Luck and don't give up.

I have been using HRD with my TS-850 for since 2004 and have had no problems at all on connecting to the radio. I first started with the IF-232C then went to the G4ZLP cable both work flawlessly. My computer is running Windows 7 Ultimate. The problem with yours has to do with with the configuration files and the Registry. Completely remove any HRD entries in both the APP data and registry then reinstall HRD. Your west mountain interface should work just fine since it works with all the other programs. Do not give up on HRD it is by far the best program out there. Also be sure to download the latest build 2893.

Hi all, I run HRD with a ts-570 and would like to reload and clean up errors. No problem with clearing APP DATA files, but how do you recognice which and where HRD files are in the registry so you can delete them with regedit. I'm not afraid to edit registry file as long as I know which files to delete. Any thoughts are most appreciated.

I've been using Kenwood radios with HRD for as long as I had one that was CAT capable. I've used USB-to-serial, the external IF unit, and now, directly with a serial cable. Zero problems so far except with USB adapters.
The biggest and most common issues I've seen with rig-control is those crappy USB-serial adapters. I didn't notice which you're using, but if it's USB and a PC tower, get a real serial card for less than the price of the cable and you'll be happy.
RFI is a common problem too, the symptom most often being lock-ups. Relocating cables and choking might help. I use a computer case that's all-metal with all shielded cables too.
I've also, in the dozens of versions I've installed of HRD, never had to manually clean any files, registry, etc. Every time I can think of that HRD/DM780 gave me problems, it was my error or ignorance.
Sorry you're having such troubles, but if you figure out what causes them, let us know?

Serial cable from a TS-480 to a serial port on my new computer. No adapters - I installed a serial board when I built the computer. Works FB.

I am new at all this, I am also suspect of downloading new programs because of past experiences with piggy back hackers. What is the procedure or what can I expect in downloading ham radio deluxe program to my computer for application to my Kenwood TS2000.
In reading some TS2000 posts there are some people having difficulties. I already have purchased the yellow usb cable for it. Kenwood is not forthcomming with any information, I have asked via phone and via e mail.
I know it's stupid and should be an easy thing to do, but if you have ever had negative experiences with downloads you will understand my hesitation.

So beyond frustrated....
I found this thread searching Google about my problem and all the links to QRZ appear to be bad so I figured out what forum it was in and started from the root of the forums on the site to get here.
I have the same problem with the TS-450S and the ZLP DigiMaster Pro+ (CAT part only) not working.
The Kenwood TS-450S/690S/850S series do not use RS-232C but rather the same Comm protocol only TTL inverted. The IF-232C does that conversion normally. I have no idea how a standard RS-232C connection for these radios can possibly work, but I digress...
I bought the ZLP DigiMaster Pro + interface a week ago and I have all Digital/CW/FSK modes working from the COM6 serial port provided by the USB connection to Windows 7 (COM6 and COM7 are the 2 new ports showing up now).
I can't for the life of me get the CAT interface on COM7 working.
Selecting the Kenwood TS-450S in HRD Connect dialog automatically knows that the comms is 4800 baud N82. When I try to connect I get the "X frequency = 0" response and then "make sure the radio isn't in memory mode" and "make sure the radio isn't in 'packet mode' " messages like I've seen previously in this thread.
Testing notes:
If I short out pins 2 and 3 on the end of the 6 pin DMP+ DIN CAT cable that goes into the ACC1 jack I get loopback with any terminal program (hyperterminal or putty for example) at any baud rate so I know the ZLP interface is good right to the end plug before it goes into the rig.
Just out of curiosity I put a scope on the TXD pin coming out of the rig and there appears to be data flowing out with nothing plugged in the radio!!!! See here http://dl.dropbox.com/u/3222301/IMAG0223.jpg
This is 0.1ms per horizontal division and 1V per vertical division.
There is a SN74SA04SN TTL inverter buffer (IC12) at the ACC1 interface which is what makes the signals inverted TTL and I see the same data garbage on the output of the inverter and at the input to the inverter from IC1. I've been through the user manual, interface manual, service manual, and the Bible trying to figure out what the heck is going on here.
As it is I have no idea if the DMP+ is good and I really need some help finding a local Ham with a radio of this type that I can plug my laptop and DMP+ into to verify that it isn't that.
It would also be very useful if somebody reading this who might happen to have one of these rigs could throw a scope on Pin 2 (2nd pin clockwise from the notch - looking from the outside) to see if there is streaming data non-stop all the time too. if you have one of these radios and it isn't working, perhaps you have this problem as well.
I'm seriously considering driving anywhere in the USA with my TS-450S and DMP+ interface to somebody who has that all working just to find out what of my stuff works!
I'm at my wit's end.
Help me Obiwan Kenobe, you're my only hope.

I'm pretty sure this is a hardware issue guys, but I posted in this forum because I saw the same symptoms trying to get HRD working with Kenwood TS-450 class rigs (as I am). Perhaps there is a common theme here and some of these rigs exhibit the same problem. I'm copying my plea for assistance over in the Rig Control forum as well since it is more related.
Apologies for the cross-post.
