This type of thing has been going on forever. It has happened many times in the past and usually appears just before a major political event. It is a technique used to create friction and fear between classes, nationalities and faith based groups. It also allows the government to actually see who the weak followers and witch hunters in the general population are. In short, this is not a good sign. Ghandi, had an excellent technique to address this type of nonsense....passive resistance.

I think you really need to read the Daily Mail story and ignore the alarmist noise from Prison Planet (not like Daily Mail is any better at reporting the facts).

Gloucestershire’s Chief constable Dr Timothy Brain said, “In the current time of financial uncertainty, those who live a lavish lifestyle with no discernable, legitimate income become even more apparent.”

What they are asking people to do is report on drug dealers and criminals, who by the way tend to dress rather nattily and drive nice cars even though they have no real jobs.

If a few posh toffs get caught up all the better, they need to be kicked around a bit if they're showing off while everyone else is suffering.
