Amateur Radio on Jeopardy

In the October issue of QST, under media hits on page 12, it says a Jeopardy answer was "The amateur radio service is part of this agency, known as the FCC" and you'd be right if you asked, "what is the Federal Communications Commission?". I was not aware that we are part of the FCC. I thought the FCC was a government agency tasked with regulating the radio frequency spectrum. Just because we are regulated by them, does that make us part of them?
