Typically, most people who are accused of a crime provide a statement or deposition pre-trial in which they inevitably don't tell the truth. Consequently, it is much easier and therefore more frequent that people are convicted of perjury. Watch what has and will happen in Washington these days with our VP and his staff.

The judicial system is not broken - it does however create an interesting incentive - that being lesser penalities to be convicted of perjury than the original crime.
