Why would I need one? CW is good from one end of the band to the other (except for 60 meters).

If you are talking about something like the second page of the ICOM Band Chart, then I haven't seen anything new yet...
It might be recommended that you hold off for a short spell before digging in too far since it would appear that some parts of the R&O may need fixing before it gets published. (The new changes will not become effective until 30 days after the R&O gets published in the Federal Registrar.)

The funny thing is... my first couple of years on HF i was working a fellow on SSB and we got to talking about code. He told me he used a keyboard and I had not heard one yet. So, we switched to CW on the frequency we were already on an worked a little code. About a minute in to the experiment, some jerk starts asking us to qsy to the CW band. Instead we switched back to SSB. It made me mad enough to chew nails. To this day, I have never tryed working CW on a "phone band" again.

Getting angry will shorten your life, not the other guy's.
That's exactly the response he was hoping for.
I work CW in the phone bands quite often and couldn't care less if someone says something about that. Obviously, if I work CW in the phone band, it's with the cooperation of another station, who probably asked me to.
When I switch to CW, I also switch to a 300 Hz bandwidth filter so if somebody says something on SSB, I won't hear them.

And as Steve said, narrow CW filters are sure a neat invention.

ARRL has the new band plan chart on their site (color or b&w). They acknowledge that there are some erros but that should be cleared up soon.
