I assume it is some kind of software that announces stations calling from DX that has been mis configured such that it transmits instead of sending it to the computer speakers.

Are you hearing this from your computer or over the air? If over the air, yes, this happens a lot - Windows noises, announcements, etc.

Is this voice or what? I'm not understanding this?

Are you using JT alert? Maybe try turning off the sound Bob N9RMA

It is computer synthesized voice that is being transmitted by a station that is also listening to the same frequency.
It get weaker and stronger with the signals in the band. It seems to be announcing DX stations as that station hears them.
At other times I've heard something like "New State".

Somebody has their alert audio setup misconfigured, going to the rig and not computer speakers (or both). :(

The default sound device is set to the same device that WSJT-X is using for PTT. JTAlert is announcing 'new state, new continent, etc.' and it is literally going out over the air.

Wow, Unidentified voice transmissions in the CW portion of the band by default....

It's a good idea to use a separate USB sound card dongle for the digital application.
Some are available for one dollar.

Yeah, with crappy dynamic range and probably not very flat response either.
