I need to log a QSO on March 7 at 17:12 Local time - which is, for me, 00:12 UTC. However, should I also enter the date as March 8th since it's the next day in UTC land?

Yes, unless you traveled back in time for the QSO.

It is much easier to just enter the call in your logbook at the time of the contact. That way there is no conversion needed and no errors made. Or record it on paper using UTC time not your local time.
