Warmongering indeed was / is overly accepted and dramatized. Hence my later reference as well to to the classic Peter Sellers satire. At least LeMay put HF SSB gear into those bombers, and made sure the CRM 114 discriminators worked to call them back !

To clarify my position on the OP, seeding the ionosphere with a flock of micro-sats, while plausible, seems like just another sort of absurd project the DoD spent money on during the Cold War, justified as a defense against Armageddon. An idea created by a Dr. Strangelove to "prep" for and counter the effects of an enemies self-destructive "MAD" Doomsday device strategy, with a good old fashioned 1950-60's cigar-chomping machismo tie into ham radio propagation too!
