N7MK writes "It is with great shock and sadness that I report the sudden, unexpected passing of Richard (Dick) Neat, NE3AT, on Saturday, October 28, 2000 at his home.

Those who knew Dick are aware of his contributions to the aviation community (through ARINC and the Aeronautical Frequency Committee). He also was an ardent supporter of amateur radio.

Dick was the Manager of Frequency Engineering at ARINC and Executive Secretary of the Aeronautical Frequency Committee. He graduated from John Hopkins University with a Bachelor of Science in Electrical Engineering and was a member and officer in Tau-Beta-Pi and Eta-Kappa-Nu engineering honor societies.

Dick was also President of the ARINC Amateur Radio Club. His amateur interests tended toward construction and the technical side, but he did enjoy 'ragchewing.'

He will be missed both professionally, and personally by those of us who knew him.

Services are planned for Saturday, November 4, 2000.

    73 ... _._

    Mark N7MK"
