. . is anyone familiar with reciprocal licensing agreements with peru or bolivia?
. . is it ok to carry hand held radios into the country?
. . is there a good source for good information?

For the among other things, embassies are there to be a pita! Been dealing with two for over 11 months now. In the end the US Department of State and Spanish Registro Civil have proved more useful. That coupled with a good lawyer. =)
