    The current version of the new agenda item proposed for WRC-23 under Agenda Item 10 is available in the draft ECP, and in particular proposal dubbed as 1.6. Additional information is also available in the draft Brief on the same agenda item 10.

    The draft ECP will be considered for adoption at the final CPG meeting, so is still subject to revision.


    Please note that in the PTA minutes some text was included on the IARU objections:

    “The representative of the IARU stated that, the IARU views with grave concern the element of the WRC-23 agenda item proposal 1.6 in the AI10 ECP, on studies towards a possible new allocation to the aeronautical mobile service in the band 144-146 MHz. This band is an important and the only globally harmonised primary allocation to the amateur and amateur satellite services in the VHF range. Examination of the RR below and above the 144-146 MHz range suggests that alternative proposals could be developed that could provide further spectrum for the aeronautical applications without impacting on this amateur service spectrum. The proposal provides no justification for addressing this band and the IARU believes that sharing with airborne systems is likely to be difficult and will lead to constraints on the development of the amateur and amateur satellite services in this band.”


    Finally, the proposal was originated from the input contribution submitted by France to PTA, available in PTA(19)090R1

    • 144-146 MHz band: IARU has asked its member societies to explain to their regulators the concerns of the amateur service over the French proposal to propose a WRC-23 agenda item to study sharing the 144 MHz spectrum with aeronautical services. IARU has submitted a paper that includes background on amateur usage and regulatory concerns. It also includes a basic technical analysis showing the impracticality of such a proposal and believes there are much more appropriate parts of the spectrum for this study.

    My prediction is that, if the proposal gets beyond the initial stage, the CEPT will "appoint a volunteer administration" to perform spectrum occupancy studies in the 144-146 MHz range, similar to what was recently done on 50 MHz by the Swiss Administration.

    Since all spectrum users today have to justify their use, the actual usage will be weighed against the value of the proposed new use.

    In the 50 MHz case, it turned out that amateur radio could, with some effort, justify about 10% of the spectrum that was claimed to be "needed".

    When similar, albeit short-term, measurements were made on 144 and 432 MHz here a few years ago, the actual occupancy was too low to measure accurately.

    Since amateur radio nowadays is considered as irrelevant with most Administrations, part due to the behaviour of some elements and part due to ageing population and lack of younger participants, it is not all unlikely that the reallocation proposal may be viewed with sympathy.

    And the 'red-neck' version of this latest statement is, "Shut up! And sit down!". I also figure that it's a 'smoke-screen' for some other proposal that can't/shouldn't be looked at too closely. Is that a sort of paranoid way of thinking? Yep, sure it. But then, from experience, it's a very good way of thinking...

    good point
    most people think thales who the french radio admin are working on behalf of think its a testing the water
    project to if the hams will shout and kick up a fuss
    ie if we are lambs or tigers

    Maybe you can create a colorful ribbon and get some of those drugged up celebs to put on a benefit to save 2M.

    I hear the proposal is for data links for drones. That's what I have been told so no links.
