Because the military doesn't give a whit about efficiency—their main focus is frequency agility.

Thank you, sir. ALE does seem to be the driver for a lot of what they do...not sure if the juice is worth the squeeze. Any special tips for this setup that you haven't already covered on your site?

Length! The military can get by with extended length elements, but they don't drive on city street all that much. When they do, they bend over the whip for clearance. Some folks believe they do this to create an NVIS pattern, but they're mistaken.

RE: This model and the similar Shakespeare AT-1011, I’ve been searching around EBay for the past six months or so trying to cobble together the elements and a base but haven’t gotten very far. Are any of you aware of a ham-friendly Harris or Shakespeare dealer out there? I’ve tried contacting each directly with no luck. Any other avenues would be appreciated as well.

West Marine is your best bet. They may not have the Shakespeare, but they'll have something similar including the base. If this is for a boat, think about loading the stays.
