TAPR's John Ackermann N8UR details this little Arduino based device - he calls it a stopwatch - that will measure time to the trillionths of a second. Why does anyone need that, when, according to Star Trek, it's possible to give verbal start-stop commands controlling spacecraft going faster than light? Aaaaand... Go! But I digress. This is a fully assembled device, not a kit (I make that mistake in the intro). HamRadioNow.tv
Hats off to John and his team for a very clever design, delivered at a hobbyist cost. The commercial state of the art is a Greenfield Technology GFt2002, with 1 ps single-shot resolution and 10 ps jitter. I bought one a couple years ago and I recall it was about $12k... so it's 10x better but 60x more expensive... Gary NA6O
