Does this mean he will no longer be operating?
    Just curious,

Finally, it looks like justice will be done!

The next step is their action to refuse to renew/dismiss his pending application for renewal, thus taking him off the air.

I would suspect that will happen soon, if not today or tomorrow, since that is probably independent of whether he pays the fine or not, in a timely manner.  Why?  I'm certainly no expert, but I think a Forfeiture Order is a final action, thereby something that can be cited as a basis for them to dismiss his pending application.  I don't think that Notice of Apparent Liabilities are final actions or final decisions. Of course, Baxter has threatened to take any denials to the DC Court of Appeals.

It will be interesting now to watch his next statements as Baxter is quite prolific.  His desire to broadcast, irrespective of the medium, is a bit insatiable.

Interesting isn't it Lee? Baxter said Riley was "chicken and all bluff." Wrong again Glenn. I hope Baxter pays the fine soon. It would be nice if it went directly to the FCC to pay back some of the taxpayer money wasted on investigating Baxter over the past few years.

I get my info on K1MAN here.

Perhaps he will sell his equipment to offset his fine....

Then again, maybe he will cry like a baby and get it reduced...

I completely agree with this. It's nice to have a propagandist peddling his junk taken off the air.

Now let's do the same thing for W1AW.
