I"m going to purchase a tech study guide for my girlfriends 22 year old son for his birthday. Not sure he has much interest, but I feel its a unique gift and might get him into the hobby. Should i go with Gorden West or ARRl ?

I haven't looked at a "study guide" in quite a long time, but I have used books from both in the past. Either one is probably going to be OK.

And of course, QRZ is one of the many places he can take practice exams: http://www.qrz.com/hamtest/

And as long as you are buying books, you might as well get two copies, one for your girlfriend's son and one for her!

As other stated, the Gordon West book is probably the best. To be fair my first study guide was a Now Your Talking book from the ARRL but I used the Gordon West books for my General and Extra.
