    Germany hits back against French 144 MHz Aeronautical plans

    The German Administration has robustly responded to the attempts by France to have the amateur radio 144-146 MHz band allocated to the Aeronautical Mobile Service

    In a paper submitted Monday, August 26, to the CEPT ECC CPG meeting taking place in Ankara, Germany stated:

    "Germany does not support the inclusion of the 144-146 MHz primary allocated to the amateur service/amateur satellite service in the proposed WRC-23 agenda item regarding a possible new allocation to the aeronautical mobile service for non-safety applications."

    "Germany cannot determine a single realistic sharing scenario, not leading to serious mutual interference on both sides and not seriously degrading the use of the 144-146 MHz band."

    I could see no earthly way that would even work with the current band plans worldwide .
    I can't believe the French had the audacity to try to allocate that as part of their frequency band for aeronautical.

    We are a long way from the idealism of a spectrum that is allocated primarily for public-benefit.

    Ever since the cellular base station auctions of the 1980s, spectrum has simply become "land and property" on the air waves.

    Spectrum: it is bought, sold, and traded. What do hams have to trade?

    As a cellular engineer back then, I predicted that the spectrum monster would eventually take away the 2m band and 23cm as well.

    But, I didn't predict that drones would try to get their human co-workers to take 2 metres for them.

    I also believe that the days of "spectrum idealism" are gone forever. Today, all spectrum users have to justify their access, and those with the largest economical impact will be first in line.

    A major problem is that amateur radio is stuck in its glorious and highly regulated past, and still thinks that it is 1947, where we got huge swats of spectrum just for "good looks".

    In deregulated countries, amateur radio has lost all its previous relevance in the eyes of the spectrum bureaucrats, and are quite often seen as inefficient users, especially on the higher bands.

    One should take notice of what is going on in an increasing number of countries with regard to military radio in peacetime. Previously, the Armed Forces were granted whatever amount of prime spectrum real estate they pointed at, without any questions asked.

    In deregulated countries, military radio is now considered as just another intermittent, small-scale and non-profit spectrum user, for which large-scale exclusive spectrum access rights cannot be justified.

    Some 10 years ago, the Swedish regulator struck a deal with the Spectrum Management Office of the General Staff, which reduced their spectrum access by about half to around 9000 MHz, now all shared spectrum.

    There were some complaints, but the users adapted, especially in the light of the alternative; that the Armed Forces would have needed to become the winning bidder in several spectrum auctions.

    Most deregulated countries have "spectrum strategies" in which any exclusive spectrum rights for non-profit intermittent users are seen as anomalies which should be avoided.

    The UAV business is in quite desperate need for spectrum for its activities. Manned aircraft operations, which are regulated by ICAO, are very reluctant to let UAV:s into their traffic management systems, so a parallel system called "U-space" is being considered for UAV operations.

    As the very influential global aerospace industry is behind these proposals, be prepared for more attacks on non-commercial spectrum.

    I hope that more amateur radio associations and state officials will fight with us to defend the 2m band.
    I heard a rumor (and can not confirm that !!) that the french delegation consisted of seven people and five of them belong to the big company THALES.

    Hmmm, cannot understand that, because the plan is from France. I expected that this was in close contact with your french radio amateur association.

    Did the French actually have the "audacity?" OR...? Something else up their sleeve? :confused: (French Cuffs, you know.:()
