I ran across a station calling CQ on what sounded like to my ears anyway, 14.350.15. I guess when your slugging it out with stations so close together, you gotta make some more band for yourself.

A DX was calling at 21199U. I answered him at 21200U. No good. But I was mindful of the limit at least. I didn't hear anyone else answer him either (though it is fair game for VE and most DX).

The problem with that is whoever "told" him (if it was "on air") was just as much in violation as the person calling originally. (Unless the other station was working split and listening "UP" to hear a warning.) It also depends upon the location of the station, and we are assuming it was a station located in the Continental U.S.; other ITU regions have different allocations. But good intentions are never an excuse for also violating the rules.
Assuming the station(s) in question were tuned properly, it would appear they were in violation of FCC rules and Amateur frequency allocations.

Morons? No, but very poor operators. In the past, they would get an OO notice, or (shudder at the mere thought) a "pink slip" from the FCC itself.

Unfortunately, too many "operators" (and I use the term loosely) have the attitude that they can bend and break the rules, because they think they'll never get caught. But that's society in general; it's only wrong if you get caught. Otherwise, do as you please.

Right. But it's not just the "outbanders". As a new Ham I'm constantly amazed and disappointed with the illegal and downright uncivil Bravo Sierra which is a daily feature on certain legal frequencies. Apparently the FCC is about as powerless to do anything about this as the rest of the govt is to secure our borders. They're not powerless. It takes local Hams getting together, recording, and triangulating, then reporting. I've personnally seen a couple in my area get the hammer a few years ago. Fines, confiscated radios,etc. Just get proof and affidavits. http://www.qrz.com/iB_html/non-cgi/emoticons/wow.gif

I heard several different stations operating on 7.150 LSB over the course of the FD exercise. Also heard some at 14.350 USB. I just chuckled and moved on. I could have attempted to correct them, but why jeopardise the club license or my own. I will not violate part 97 to tell some other FOOL is violating Part 97. Two wrongs do not make a Right.

I wonder if the 'Control Op' was taking a nap ?
Or went for a snack or cup of coffee, or whatever ?

A couple of them know how to read ( or has some one else read it TO them ) .
